Recent conversations about disability services and supports have raised questions for many individuals with disabilities, families, advocates, and community members across Pennsylvania. In response, Governor Josh Shapiro recently shared a letter reaffirming the Commonwealth’s commitment to protecting the rights, dignity, independence, and community participation of people with disabilities.

The letter highlights Pennsylvania’s ongoing support for community living and the principle that people with disabilities should have the opportunity to live, work, and participate in the communities of their choice.
Among the topics discussed, the Governor reaffirmed Pennsylvania’s commitment to the principles of the Americans with Disabilities Act (ADA) and the Supreme Court’s Olmstead decision, which support the rights of people with disabilities to receive services in the most integrated setting appropriate to their needs.
The letter also references recent efforts to strengthen disability protections, support community-based services, and invest in the direct support workforce. The Governor noted that thousands of Pennsylvanians with intellectual disabilities and autism currently receive services in their homes and communities, and that continued investments have helped expand supports and reduce waiting lists for services.
While acknowledging that challenges remain, including barriers related to housing, transportation, employment, healthcare, education, and communication, the letter emphasizes a continued commitment to improving opportunities for people with disabilities to live with dignity, choice, and independence.
